What is Strategic Planning?
Strategic planning is the process by which leaders of an organization, such as a local government, determine what it intends to be in the future and how it will get there. It involves developing a vision for the organization's future and determining the necessary goals, priorities, and action strategies to achieve that vision.
As the great Yogi Berra once said:
"You’ve got to be very careful if you don’t know where you are going, because you might not get there"
A strategic plan serves as a community's roadmap and is used to prioritize initiatives, resources, goals, and department operations and projects. The strategic plan is a big-picture document directing efforts and resources toward a clearly defined vision.
The Village Strategic Plan 2023-2025 was developed between September and December 2022. The Board adopted the plan in March 2023. Facilitator Cory Poris-Plasch (Rapp Consulting Group) provided guidance/assistance to the Board of Trustees and Village Staff for the process. The development of the plan included community engagement/feedback from a community survey and several citizen focus group meetings, a survey of Board and Staff on organizational Strengths, Weaknesses, Opportunities, and Threats (SWOT), and a one-day workshop with members of the Board and Staff.
The goal of Community Engagement was to learn what things residents like about living in Weston, how they feel about certain services, and what they would like to see change in the future.
A Community Survey was conducted in September and October 2022. There were 374 participants in the survey. Although this is a small percentage of the Village's 15,000+ residents, the survey results are considered to be statistically valid.
Secondly, there were four Focus Group meetings held in October. Each focus group was comprised of 6 to 8 volunteer participants. Identity of the participants and their feedback was kept anonymous.
Results of the Community Survey and the Focus Group meetings were presented to the Village staff and Board of Trustees in a workshop held on November 17, 2022. Village staff and the Board of Trustees and staff met again in an all day session on November 29, 2022, where the Village's Strengths, Weaknesses, Opportunities, and Threats (SWOT analysis) were discussed with a goal of identifying Strategic Priorities. The priorities identified are:

Also identified were a Vision and Mission Statements and five Core Values - Respect, Integrity, Continuous Improvement, Collaboration, and (being) Fair & Consistent.
